Recently, the evaluation of the effectiveness of government in general and municipal bodies has been under close scrutiny. The main reason is to assess the impact of governance on maintaining a balance between the financial and social effects that stimulate the development of territories. There are beliefs about the possibility of combining the outlined aspects without singling out any one. As a consequence, when determining the level of effectiveness of changes in the context of economic and social orientation, it is possible to identify a reliable picture of the activity of the territory.
